- Trailblazing - Royal Society: Past, Present and Future
The gruesome account of an early blood transfusion in
1666, Isaac Newton’s landmark paper on light and colour,
Watson and Crick’s description of the evidence for the structure
of DNA, and Stephen Hawking’s early writing on black holes
in space are just some of the highlights of a new interactive
timeline launched today (Monday 30 November) to celebrate the
350th anniversary year of the Royal Society. Trailblazing will
offer unprecedented public access to the most influential, inspiring
and intriguing papers published by the Royal Society over the
last 350 years including the world-famous Philosophical Transactions
(Phil. Trans.), the oldest continuously published scientific journal
in the world.

- What's new in adult education?
How do different countries guarantee the right of adults
to education? How best to promote adult learning and education
worldwide? Which strategies have the best prospects of succeeding?
What are the different funding and incentive mechanisms? These
are some of the questions to be discussed at the Sixth International
Conference of Adult Education (CONFINTEA VI) in Belem (Brazil),
from 1 to 4 December.

- Number of researchers in developing countries is rising,
according to UNESCO study, but women researchers still a minority
The number of researchers, on the rise world-wide, jumped
by 56% in developing countries between 2002 and 2007, according
to a new study published by the UNESCO Institute for Statistics
(UIS). In comparison, their number increased by only 8.6% in developed
countries during the same period. In five years, the number of
researchers in the world rose significantly, from 5.8 to 7.1 million.
The greatest gain was made in developing countries: 2.7 million
researchers were counted in 2007, versus 1.8 million five years
earlier. These countries increased their global share of researchers
from 30.3% in 2002 to 38.4%.

- Have your say on EU financial rules
As part of its second revision of the financial rules for EU-funded
programmes, the European Commission today launched a public consultation
inviting beneficiaries and managers of public funds to send in
their views on how to make the rules for grants and contracts
more effective for everyone. The open consultation is an opportunity
for all interested parties to share their practical experience
so the Commission can, among other things, improve access to grants
and simplify its own handling of financial files. This is especially
important as the EU begins to prepare the ground for a new generation
of programmes in 2014.

- World conference on Higher Education
The works of the Conference took place in accordance with the
decision taken by the General Conference of UNESCO in October
2007. It gathered over a thousand participants including sixty
Ministers from different regions of the world. Valérie
Pécresse, French Minister of Higher Education and Research
took part during the debates in which several French policy-makers
and experts participated. Suzy Halimi, President of the Education
Committee of the French national Commission for UNESCO, was appointed
as general Rapporteur. Several topics were present in the plenary
sessions and the workshops, ranging from the impact of globalisation,
the social responsibility of higher education, the questions of
access and quality, the importance of training and the role of
research. The concept of public property was also the focus of
concerns.

- Dans la peau d'un Papou Website
Dans la peau d'un Papou is the website dedicated to the children
of Survival France, organization dedicated to the accomplishment
of campaigns to warn the public opinion on the dramatic conditions
in which the majority of the native people live in the world.
Dans la peau d'un Papou allows children to discover the 350 million
people grouped under the name of “indigenous peoples”
or “native peoples”. The website is formed by 10 sections:
- Who? Very complete presentation of 22 peoples
like the Hopis, the Tuaregs, the Papus…
- Blog: Reports, pictures, news of the Survival association,
living museum.
- Lexicon: all specialized terms are explained in
a simple way. In order not to confuse a clan, a tribe and
an ethnic group, or simply to know the meaning of the word
“native”
- Media library: books, music, films, useful addresses
classified by geographic areas.
- Photo library: the same classification principle
than the Media library, but with a series of printable photographs.
- Agenda: news related to the promotion of native
cultures in France.
- We the world: link to the website of the same name.
We discover the daily life of three children who belong to
native peoples, through their imaginary letters. Magnificent
graphics.
- Schools: for parents and teachers, complete information
on the Web, teaching resources and the discovery of schools
different from the others.
- Links: treasures of specialized links.
Mailbox: to send an electronic message to the managers of the
website. Dans la peau d'un Papou is aimed at children of 8 to
12 years. But younger and older will discover the everyday life
and difficulties of native peoples who are victims of racism,
persecutions and the sacking of their natural resources.

- Symposium on Water and Cultural Diversity held in Kyoto,
Japan
The International Symposium "Water, Cultural Diversity and
Global Environmental Change: Emerging Trends, Sustainable Futures?"
was held 1 – 3 October in Kyoto, Japan. The Symposium was
held as an activity of the UNESCO-IHP Project on Water and Cultural
Diversity, and hosted by the Research Institute for Humanity and
Nature and co-organized by UNU-IAS Traditional Knowledge Initiative.
The objective of the symposium—which was part of a series
of activities that have been implemented on the topic—was
to encourage global recognition of, and respect for, cultural
diversity in water resources management, in order to facilitate

- Inauguration of the Francophone virtual Campus (CNF)
of the AUF in Chisinau (Moldova)
28 October, 2009: 43rd Francophone digital Campus of the Agence
universitaire de la Francophonie was officially inaugurated in
Chisinau on 21 October, 2009. As a result of the renovation works,
the old Centre of access to Information opened its doors as Francophone
virtual Campus. Mr. Georges Malamoud, Director of the programme
“Appropriation of IT” from AUF, and Mr. Petru Todos,
Vice-Rector of the Technical University of Moldova, inaugurated
the CNF of Chisinau in the presence of Mr. Leonid Bujor, Minister
of Education, of member universities of the AUF in Moldova and
representatives of the diplomatic community among which the Ambassador
of France, H.E. Mr. Pierre Andrieu, the Consulates of Poland and
the Netherlands, Mrs Aleksandra Czapiewska and Mr. Robert de Groof
and of the business community, Mr. Jean-François Myard,
Director of MobiasBanca Group Société Générale,

- Inauguration of the Francophone virtual campus of Oran
(Algeria)
The official opening of the Francophone Virtual Campus of Oran
took place last Wednesday 28 October 2009 in the framework of
a great ceremony to which several personalities had been invited.
The ceremonytook place in the presence of the President of the
Agence universitaire de la Francophonie, Mr. Yvon Fontaine, of
Mr. Abderrahmane Lellou, Vice- Rector for programmes of the AUF,
Mr. Bernard Leduc, the Director of the AUF Office for Western
Europe and Maghreb and the Director of the University of Oran.

- Permanent Commission of Afro-Argentinean Studies
Coordinator: Norberto Pablo Cirio
Created in July 2009, this Commission aims at developing research
works on black slaves in what is today Argentina and their descendants.
The reason lies in the need of many partners from Misibamba to
know the Afro-Argentinean history and culture, as well as to channel
enthusiasm and knowledge of friends, colleagues, institutions
and students of courses which we implement in this domain. The
Commission works through study teams coordinated by the above-mentioned
coordinator. Every team works on a topic, which is developed within
a timeframe. Upon concluding, the team must prepare a report that,
together with all the materials produced, will be integrated then
in the Institution Library. In this first stage, the Commission
will work on the past Afro- Argentinean context for which four
research teams will be set up. Also, two support teams are created
to cover different tasks related to the research work.

- Hundreds of course hours taught by the Collège
de France by means of Dailymotion
900 hours of courses, seminars, conferences and colloquiums distributed
by the greatest professors of the Collège de France are
already available on line free of charge by means of the French
platform to share videos Dailymotion. The Collège de France
is part of the great multidisciplinary institutions of higher
education. It teaches courses in different scientific and literary
disciplines. Their missions are, among others, to participate
in the promotion of the dissemination of knowledge at a national
and international level, and to contribute to the dissemination
of France in the fields of research and culture…

- Can higher education survive without the state?
Traditionally, the state has enjoyed a near monopoly on policy,
planning and provision of higher education. Even when institutions
have had academic autonomy, they have been dependent on public
authorities for resources. The situation has now changed. Today,
the private sector is expanding significantly. The fi scal crisis
of the 1980s changed the state’s perception of market-friendly
reforms. It could no longer extend funding support to meet the
demands of expanding employment needs and introduced reform measures
to expand higher education. Important among these were privatization
of public institutions and promotion of private ones. Cross-border
higher education institutions were expanded. These changes in
context and reform measures have redefined the role of the state
in higher education. The state is no longer the sole provider
of higher education; and even as a major provider, it is not the
dominant source of financing.

Water Education for Sustainable Development
