- Intergovernmental Committee for the Safeguarding of
the Intangible Heritage meeting in Abu Dhabi
The 4th meeting of the Intergovernmental Committee for the Safeguarding
of the Intangible Heritage, chaired by Awadh Ali Saleh Al Musabi
(United Arab Emirates), opened in Abu Dhabi on 28 September, in
the presence of nearly 400 delegates from all over the world.
During this meeting, which will continue until 2 October, the
Committee is expected to inscribe the first elements on the List
of Intangible Heritage in Need of Urgent Safeguarding and to enhance
the Representative List of the Intangible Cultural Heritage of
Humanity.

- Submission of the Candidacy of the Tango and the Candombe,
expressions from the Río de la Plata with a strong African
Influence, to the Tentative List of Intangible Heritage of Humanity
The ratification of the Convention for the Safeguarding of the
Intangible Cultural Heritage by the Oriental Republic of Uruguay
in January 2007 made possible the submission of two manifestations
to the tentative List of Intangible Cultural Heritage of Humanity:
the Tango and the Candombe, thus acknowledging the great heritage
value of these expressions, both with a strong African influence.
The TANGO was submitted jointly by Uruguay and Argentina in September
2008. In the case of Uruguay, the candidacy was launched by the
Ministry of Education and Culture, alter an initiative of the
Municipal Council of Montevideo; and in the case of Argentina,
by the Government of the Autonomous City of Buenos Aires.

- UNESCO’s intangible heritage committee meets in
Abu Dhabi to inscribe the first elements on its Lists
The Intergovernmental Committee for the Safeguarding
of the Intangible Heritage, chaired by Awadh Ali Saleh Al Musabi
(United Arab Emirates), will meet in Abu Dhabi from 28 September
to 2 October. One of the tasks of the Committee will be to inscribe
the first elements on UNESCO’s List of Intangible Heritage
in Need of Urgent Safeguarding and on the Representative List
of the Intangible Cultural Heritage of Humanity.

- Art and Cultural Heritage Dispute Resolution
The pursuit of the arts and the preservation of cultural heritage
are noble causes, but that does not make them immune to dispute.
Quite the contrary – conflicts in this area are as abundant
and multi-faceted as the wealth of works they concern. From fine
or applied arts to sculpture or musical creations, from historical
or contemporary works to traditional cultural expressions (TCEs,
or “expressions of folklore”) or commercial blockbuster
films – no area is untouched by discord. Because these disputes
often have distinct features, stakeholders tend to look for creative
approaches, such as alternative dispute resolution (ADR).

- Acceptance by Netherlands
of the Convention on the Means of Prohibiting and Preventing the
Illicit Import, Export and Transfer of Ownership of Cultural Property
(Paris, 14 November 1970)
On 17 July 2009, Netherlands deposited with the Director-General
its instrument of acceptance of the Convention on the Means of
Prohibiting and Preventing the Illicit Import, Export and Transfer
of Ownership of Cultural Property. In accordance with the terms
of Article 21, the Convention will enter into force with respect
to Netherlands three months after the deposit of the instrument
of acceptance, that is to say on 17 October 2009.

- (in Spanish) Manejo del patrimonio cultura inmaterial
(Colombia)
Con la norma se dispuso que el manejo y regulación del
Patrimonio Cultural Inmaterial hace parte del Sistema Nacional
de Patrimonio Cultural de la Nación. En consonancia con
las referidas normas y con la Convención de la Unesco,
para la Salvaguardia dicho patrimonio aprobada en París
el 17 de octubre de 2003, adoptada por Colombia mediante la Ley
1037 de 2006 y promulgada mediante el Decreto 2380 de 2008, hacen
parte de dicho patrimonio 105 usos, prácticas, representaciones,
expresiones, conocimientos y técnicas. También lo
conforman 105 instrumentos, objetos, artefactos, espacios culturales
y naturales que les son inherentes, así como las tradiciones
y expresiones orales, incluidas las lenguas, artes del espectáculo,
usos sociales, rituales y actos festivos, conocimientos y usos
relacionados con la naturaleza y el universo, técnicas
artesanales, que las comunidades.

- Portugal will raise to cultural heritage status the
fado music
The government of Portugal will shortly disseminate the document
with the regulations for the presentation and formalization of
the candidacy to UNESCO’s Intangible Cultural heritage of
the local music known as fado.

- Ratification by Italy to
the Second Protocol to the Hague Convention of 1954 for the Protection
of Cultural Property in the Event of Armed Conflict (The Hague,
26 March 1999)
On 10 July 2009, Italy deposited with the Director-General
its instrument of ratification to the Second Protocol to the Hague
Convention of 1954 for the Protection of Cultural Property in
the Event of Armed Conflict. In accordance with the terms of its
Article 43.2, the Second Protocol will enter into force with respect
to Italy three months after the deposit of the instrument of ratification,
that is to say on 10 October 2009.
