Tourist
site stores: engine for local development
Although the university research works related to tourism, heritage
or development frequently are usually rich as far as reflections
and proposals, they are very rarely made public. Since you search
for new and pertinent information continuously, we have achieved
that these works are accessible for you. Created in 2000, this collection
aims at facilitating the integration of young graduates and foster
the communication and the exchange of information between professionals
and students. In association with the delegated Ministry of tourism,
two issues are published every year.

Heritage
and the handicapped: how to adapt the visits to cultural and natural
sites? 30 October - St-Etienne, France
It should be noted that there are very few cultural and natural
sites ready to be visited by people in situation of motor, visual,
auditory or mental disability. However, the adaptation of the sites
and their visits prevails nowadays, as a prescribed obligation but
also as a source of widely unexplored creativity. The day will be
devoted to the presentation and exchange of: innovating concepts,
innovating skills, verified methodologies and specific.

Working
with civil society at the heart of UNESCO Forum
Working with civil society will be the theme of the “International
Forum of Civil Society – UNESCO’s Partners” on
25 October, during the 34th session of UNESCO’s General Conference
(16 October to 3 November). Hubert Védrine, former French
Minister of Foreign Affairs, Nitin Desai, President of the Internet
Governance Forum and former UN Under-Secretary-General for Economic
and Social Affairs as well as Lindsay Owen-Jones, Chairman of the
Board of Directors of L’Oréal, will give keynote speeches
during the meeting.

data on higher education in Europe 2007 Edition. Eurydice
How does one gain access to the various courses of study in higher

UNESCO
hosts Youth Forum
More than 200 young people from 132 countries are expected to attend
UNESCO Fifth Youth Forum on 12 and 13 October at the Organization’s
Headquarters. During the Forum, which is held every two years, the
young participants will exchange points of view, share their experiences
and, above all, define their common concerns and aspirations and
present them to UNESCO’s General Conference.

“Planet
Earth: from Space to Place”:A multimedia exhibition at UNESCO
Films, photographs, emblematic objects and distinctive plants from
different regions testifying to the Planet’s diversity will
be displayed at UNESCO Headquarters from 16 October to 3 November
2007 throughout the General Conference. The exhibition entitled
“Planet Earth: from Space to Place” comes ahead of the
International Year of Planet Earth in 2008.

Global
spending on education concentrated in just a handful of countries
The education budget of a single country like France, Germany, Italy
or the United Kingdom outweighs education spending across the entire
sub-Saharan African region, according to a new report from the UNESCO
Institute for Statistics (UIS). The Global Education Digest 2007*
presents the latest education statistics from primary to tertiary
levels in more than 200 countries. This edition focuses on the financing
of education and provides a series of indicators to compare spending
patterns across countries and levels of education.

Urban
Water Cycle Processes and Interactions
Following from the Sixth Phase of UNESCO’s International Hydrological
Programme (2002-2007), the Urban Water Series - UNESCO-IHP addresses
fundamental issues related to the role of water in cities and the
effects of urbanization on the hydrological cycle and water resources.
Focusing on the development of integrated approaches to sustainable
urban water management, the Series should inform the work of urban
water management practitioners, policy-makers and educators throughout

October 2007. Message from Mr Koïchiro Matsuura, Director-General
of UNESCO, on the occasion of the International Day for the Eradication
of Poverty
This International Day marks a turning point in many respects. Twenty
years ago, on 17 October 1987, thousands of people gathered together
on the Human Rights Esplanade, at the Place du Trocadero in Paris,
to express through messages and testimonies their determination
to overcome the scourge of poverty and their solidarity with its
victims. Fifteen years ago, in 1992, the United Nations General
Assembly joined that movement by proclaiming 17 October as International
Day for the Eradication of Poverty.

Water,
an obvious priority
Nearly one person out of five in the world has no access to drinking
water. Hardly surprising that water is UNESCO’s main priority.
To face this challenge, the Organization emphasizes education and
increased knowledge about this key resource. Another UNESCO priority
issue related to water is preventing and reducing the impact of
tsunamis.

"60
ans d'histoire de l'UNESCO" (60 Years of UNESCO's History)
Claude Lévi-Strauss, Akira Iriye, Emma Rothschild, Ibrahima
Thioub, Laura Wong, Amadou-Mahtar M'Bow and Federico Mayor are among
the intellectuals who contributed with reflections to the International
Symposium "60 Years of UNESCO's History". This symposium
took place on the occasion of the Organization's 60th anniversary
in November 2005. The Proceedings with communications by more than
eighty historians, anthropologists, philosophers and other scholars
and students are now available on line in French; the English version
will be published soon. The History Club of the Association of Former
UNESCO Staff (AFUS) organized an oral history round table session
during the symposium; the papers presented here are included in this
publication.. |

Singapore
rejoins UNESCO
Singapore has become UNESCO’s 193rd Member State, following
the deposition in London today of its instrument of adhesion. This
ceremony marks return of Singapore to UNESCO after 22 years absence.
The Director-General of UNESCO Koïchiro Matsuura welcomed the
return of Singapore as the 193rd member of the Organization. “Universality
is UNESCO’s main source of strength. It opens the way for
global responses to increasingly complex situations,” he said.

The
École des mine of Paris proposes an international classification
of secondary education centers
This new record wants to be different from the one of "Shangai".
The Ecole des mines of Paris has launched a new international professional
classification of secondary education centers that would be different
from the Academic Ranking of World Universities established annually
by the university Kilo Tong in Shangai since 2003. In terms of quantity
both rankings are already different, the one of The Ecole des mines
affects 338 higher education centers, whereas the one of Shangai
includes a total of 500 centers.

Education
and development to take centre stage at 34th session of UNESCO’s
General Conference (16 October – 3 November)
The 34th session of the General Conference, which every two years
brings together the Member States of UNESCO, will open next 16 October
in Paris under the chairmanship of Musa Bin Jaafar Bin Hassan (Oman)
and will continue till 3 November. Two ministerial round tables
– on education and on science – a youth forum and an
international civil society forum are on the agenda of the session.
Close to 2,000 participants are expected, including numerous ministers
and some ten heads of State and government * who will take the floor
before representatives of the Organization’s 193 Member States.

Water
and Culture Workshop . CLUSTER Newsletter n 8

Building
knowledge societies and climate change at the centre of a thematic
debate at UNESCO’s Executive Board
On 2 October 2007, on the occasion of the 177th session of UNESCO’s
Executive Board, a thematic debate entitled ‘The Construction
of Knowledge Societies and Climate Change’ was organized by
the Board’s president, Mr ZHANG Xinsheng. The following honorary
guest speakers took part in this thematic debate session: Mr Jean-Louis
Borloo, France’s “Ministre d’Etat,” Minister
for Environment and Sustainable Development; Mr José Mariano
Gago, Portugal’s Minister of Science, Technology and Higher
Education; Mr Hamadoun Touré, Secretary-General of the International
Telecommunication Union (ITU); and Mr Rajendra Pachauri, Chairman
of the Intergovernmental Panel on Climate Change (IPCC).

The
Director-General pays tribute to the approval of the United Nations
Declaration on the Rights of Indigenous Peoples
The Director-General of UNESCO, Mr Koïchiro Matsuura, has issued
a message on the occasion of the approval of the United Nations
Declaration on the Rights of Indigenous Peoples by the UN General
Assembly at its 62nd Session. Mr Matsuura welcomed the General Assembly’s
approval of the United Nations Declaration on the Rights of Indigenous
Peoples, and declared that it is “a milestone for indigenous
peoples and all those who are committed to the protection and promotion
of cultural diversity and intercultural dialogue.” He went
on to state that “the Declaration acknowledges the significant
place that indigenous cultures occupy in the world’s cultural
landscape and their vital contribution to our rich cultural diversity,
which constitutes, as the text's preamble reminds us, ‘the
common heritage of humankind.’”

Creation
of the regional Center on urban water management for Latin America
and the Caribbean, in Cali (Colombia)
Mr. Koïchiro Matsuura, General Director of UNESCO, and Luis
Guillermo Angel Correa, Ambassador, permanent Representative of
Colombia for UNESCO, signed on September 28 2007, in the Headquarters
in Paris, an agreement for the creation in Cali (Colombia) of a
regional Center for urban water management for Latin America and
the Caribbean which establishes the co-operation framework between
UNESCO and the Colombian Government for its operation.

Invitation
to the European States General for Housing Rights (Brussels, 5-6
Novembre 2007)
A European States General (EGSH) preparatory meeting was held
in Bobigny (France) on February 2nd with about sixty people from
various countries in attendance. A technical secretariat was set
up. This text sets out the confirmed fixtures which will be held
at the European parliament in Brussels, on November 5th and 6th,
2007.
