ABSTRACT

Historic urban landscapes are the imprescriptibly constituent of our heritage. Their protection requires a special approach that differs from the protection of the singular urban creations.
Today's town perception at large and its centre as an inimitable organism, which always has the tendencies to development and exhibited the integral system, helps forward a confirmation of the territorial form of the cultural heritage protection. Such form of the cultural heritage protection has found a legislative maintenance [1]. It was affirmative defined first of all the basic heritage protection principles and notions from the positions of a sustainable development of urban territories [2] and from the town-forming role of the historic urban landscapes.
The town-forming role of the historic urban landscapes is displayed immediately in the town-planning process when these landscapes determine directions of the urban structure transformation and the forming of the functional, architecturally and planning town structure due to their social, cultural, artistic, educational and ideological role during the town planning and reconstructions of the urban environment.
Essential parts of the town-planning documentation for the urban development and reconstruction are the projects of the heritage protection and buffers zones including zones of the historic urban landscapes. These zones regulate architectural and town-planning activity within the zones, determine the admissible buildings reconstruction and their disposition, limitations of the constructions parameters of the architectural objects etc. [3].
The most active town-forming role in the historic urban landscapes has the architectural ensembles and dominants, which form a composition system, and also their historic and natural surroundings, which contributes to their valuable qualities. The same role of historic urban landscapes, when they are disposed in the historic city centre, on the high relief points, on the borders with open spaces providing a panoramic and silhouette perception (Case study Kiev and Lvov [4,5,6, 7]).
The most active town-forming role of the historic urban landscapes is displayed in the comparatively small towns (Case study Kamenets-Podol'sk and Sudak [8, 9]).
