ABSTRACT

Co Loa is the only heritage in Vietnam which at the same time used to be imperial city, citadel and urban area. There are full of cultural layers, which are recognised over the world. Co Loa is a grandiose citadel with 3 huge wall rings, which is rated the earliest citadel with the largest scale of the ancient south-east Asia. Inside the citadel there are many religious and worship architecture such as pagodas, temples, common houses, royal tombs and typical traditional houses of the Red River Delta of Vietnam.
Nowadays, the management of this vestige area is still inadequate. The Centre for Conservation of Co Loa and Hanoi Citadel has just managed 3 of 40 relic locations in Co Loa. The rest are under management of People's Committees of Dong Anh suburban district and Co Loa commune. Therefore the co- ordination of these organizations in protection, conservation and preservation of the heritage is not good enough, while local people not participate actively in conservation of the heritage area's landscape, even trespass relic spaces.
In this paper, we will focus on defining the role of The Centre for Conservation and local governments in raising awareness and encouraging people to participate in conservation of historic urban landscape. (Case study: Co Loa Citadel, Hanoi)
