ABSTRACT

1. Background:
Hanoi ­ Capital city of Socialist Republic of Vietnam to be set up a Great Celebration of a thousand years old ­ 1000 years Thang Long ­ to be at 10 October 2010.
Together with many others activities for important event, in the last May this year, National Assembly have been approved Decision for Expanded Hanoi capital. According to this important Decision, the size of expanded Hanoi should be much more larger than Hanoi present situation: a natural area to be more than 3,344 ha and population about more than 6,232 people with 29 administrative units at district level. It is including present Hanoi, all Ha -Tay Province and 4 communes of Hoa Binh province. Almost of expanded areas are in the west and Southern west sides of present Hanoi, along right side of Red River, a very big river of Vietnam
The situation of eco-social development of this expended areas are agriculture and forestry production and some industrial enterprises with very small sizes. The average income of GDP is less than 300 USD/person for whole of expended Hanoi.
Specially, some following issues to be researched as a most important part for Master Plan of expanded Hanoi capital to 2030 and vision to 2050.:
-The minority communes. Villages, clusters...( who living in 4 communes of Hoa Binh province ),
-The communes with traditional employment ( more than 3,000 communes )
-There are many heritages with many difference kinds: historical, cultural, architectural heritages
- Landscape like mountains, Red river, streams, lake, green spaces...

2. Mater Plan for expanded Hanoi capital to 2030 and vision to 2050 must be done:
National Assembly of Socialist Republic of Vietnam have Decision for expanded Hanoi at May 2008 and Government should be implemented now and completed at year 2010. And an other hand must be complied Law on Construction in Article 20 that Master Plan of city "...must be exploit as much as like:
2.1. Protection of natural conditions the topography, the green tree, the lakes, rivers for both for environmental protection, ecological system and improvement of climate-micro for Hanoi city...
2.2. Conservation of physical values of: traditional and handicraft communes, temples, pagodas, .. ( more than 3,000 communes must be protected and conserved ) as well as other historical, cultural, architectural heritages. They are the as a key components in expanded Hanoi development Planning ...
2.3. Conservation of none-physical values like traditional and local songs in development planning as a part of cultural life of urban people, especially for Hanoi people...
2.4. How to development planning of rural settlement as population parts in sub-urban areas in urbanization process in Hanoi city.
2.5. How to protect cultural values of the minority communes. Villages, clusters...with nearly 100 percent of minority people...( who living in 4 communes of Hoa Binh province )...

3. Solutions for conservation
3.1. The 2.1, 2.2., 2.3 and 2.4 must be integrated into expanded Hanoi Master Plan before too late.
3.2. Need to prepare and public a Regulation for implementation and management of protection and conservation of these signification values in development of Hanoi
3.3. Need to mobilize the any None Government Organizations, especially community in the local for implementation, management and control in development process
3.4. Establishment of Institution and Policy with renovation and market ideas for management, especially issue of financial issues for protecting, upgrading, managing ...

4. Opportunity and Challenge
4.1. Opportunity:

Expanded Hanoi Master Plan should have:
- The best options for urban, sub-urban and regional development for 2030 and a vision to 2050 and toward Sustainable Urban development and Sustainable Development
- Hanoi Authority should have a document for establishing a rational legal frame work for management of both general issues of urban development and heritage conservation management
- Contribute an important part in urban eco-social development in generally as well as attraction and national and international tourist development,..
- Contribute to environmental protection and ecological balance for both natural conditions and social issues
- Meet the demand of recreation for the people of Hanoi as well as around regions

4.2. Challenge:
- It is difficult to research and study how to have most rationality to urban planners, architects, managers to approach a best methodology and requirement
- Limited knowledge of local people, especially rural areas to be influenced to implementation, development process, especially in next years
- It is a very big investment for conservation and management while there are many other important investment projects
- The global economic crises as well as country should be have big influent to investment in country and expanded Hanoi capital.
